Pentax AF 540 FGZ not responding on V6II

I am using a Pentax K1, Pentax AF540 FGZ, Cactus RF 60X and a pair of Cactus V6II controllers. The Pentax flash works perfectly on the camera but when I mount it on a V6II and try to control it remotely using the second V6II on the camera, it will trigger but I cannot control the output, which always fires on full power. It doen't matter whether it's set to TTL or manual. The Cactus RF60X works perfectly in this setup.
I have reset both the controllers and made sure they have the latest firmware but it still doesn't work.
Can anyone help? It's driving me nuts!
