off camera TTL exposures are roughly 1.3 EV too low compared to native system

Like the title says.

RF60X trigged by a v6 ii in TTL with 0ev FEC = ~1.7ev darker exposure than an off camera Nikon speedlight fired by Nikon's optical system, also in TTL at 0ev.

Anybody else noticing this? Calibration issue?

After more experimenting, the same happens with any flash off camera (such as an SB700 on a V6 ii set to receiver). All off camera ttl with the V6 ii is 1.7 stops lower than it should be.

FYI, RF60X TTL exposure simulates the power level output of a TTL flash that directly mounts on the camera.
